Welcome to the Early Childhood Learning Center at Washington Elementary.  We are pleased that you have stopped on our website for more information about our program. 

The history of the Early Childhood Learning Center (ECLC) first began at the Palmer Center in August of 1988.  This Center was started by the Kingsport City School System to serve a number of purposes: 
     1.  To provide child care for teenage mothers' children so that the mothers have the opportunity to continue their education and obtain a high school diploma.
     2.  To provide a quality learning environment which offers child care services to City of Kingsport employees' children.
     3.  To serve as a mainstreamed environment for preschool children with special needs who attend the Early  Intervention Program.
     4.  To offer the community another quality child care facility..

Our second center, located at George Washington Elementary, opened in August of 1994.. 

We are honored to be accredited through the National Association for the Education of Young Children (NAEYC).  The accredidation is designed to provide standards for high quality programs and to recognize those programs that provide high quality child care and education for young children.
